On the street II

We walked from our hotel to the conference site today, about 10 blocks.  We passed a wide variety of buildings ranging from this beautifully restored Palacio to modern residential apartments, to a concrete block hospital.  

Note a few homeless people sprawled in front of the Palace.  I thought it was interesting that a (presumably) local lady walked by at the same times as we did.  Stopped, looked, shook her head and walked on.

Standard apartment complex.  Note that the windows have metal shutters that are closed on nearly all of the residences.  I'm not quite sure of the reasoning, to conserve energy, keep out sun, keep out burglers?  It seems the risk of a break in on the top floors is pretty minimal, but what do I know?
