Graffiti

I have to say that either I've gotten immune to it, or things are improving, but there did not appear to be as much graffiti all over every single surface this time.  I've often wondered in the past why it is so present and why businesses, the city, the govn't, private indivs don't clean it off more regularly.  Perhaps they finally are.  It was this container train car with no tagging that made me think of this.
